NYC Local Law 144 is enacted (or near-enacted) law in a specific jurisdiction, with a specific obligation and a specific date. Answers: What does NYC Local Law 144 require, by when, and what does Planisphere deliver for it?
What it requires.
NYC Local Law 144 requires that any automated employment decision tool (AEDT) used to substantially assist a hiring or promotion decision undergo an independent bias audit completed within one year of use, with a summary of results published on the employer's website and notice provided to affected candidates. The audit computes selection or scoring rates and impact ratios across protected categories (sex, race/ethnicity, and their intersections). The obligation has been in force and enforced by the NYC Department of Consumer and Worker Protection since 2023-07-05, at civil penalties of USD 500-1,500 per day per violation, and must be refreshed annually.
What the evidence record proves.
- Per-group selection and scoring rates across sex, race/ethnicity, and intersections
- The disparate-impact ratios LL144 names, computed by the Astrolabe engine
- A sha-pinned, Merkle-rooted record recomputable bit-for-bit by DCWP or any third party
- The probe manifest and analysis-code hash behind every reported figure
- A dated audit record satisfying the one-year recency requirement
- Probes run on protected-category-labelled synthetic inputs inside your enclave — model state never crosses the boundary
What this does not prove. Planisphere measures and attests but does not render a legal determination that your tool is lawful, does not serve as your independent auditor of record absent engagement, and does not draft the candidate notices LL144 separately requires. The record is the measurement artifact a qualified auditor and counsel rely on, not a substitute for either.
