The Texas Responsible Artificial Intelligence Governance Act (TRAIGA, HB 149), enacted 2025-06-22, takes effect 2026-01-01. It is an intent-based AI governance statute: it prohibits developing or deploying AI systems with the intent to unlawfully discriminate or cause certain harms, rather than imposing a prescriptive audit or impact-assessment regime. There is no mandated bias audit, but a deployer must be able to show how its system behaves to rebut an inference of prohibited intent.
