The short answer
America's AI Action Plan, released July 23, 2025 under EO 14179, is a set of more than 90 planned federal policy actions across three pillars, not a regulation, and it creates no testing duties for private companies. Its main effect on vendors is through federal purchasing, such as buying only language models judged objective, which OMB implemented in M-26-04 (December 11, 2025). Enforceable testing and monitoring duties for federal AI use come from OMB M-25-21's minimum practices for high-impact AI.
