M-25-21 governs federal agencies' own use of AI — it defines high-impact AI and the minimum practices (impact assessment, pre-deployment testing, monitoring, human oversight). M-25-22 governs how agencies acquire AI — anti-lock-in, performance and risk-monitoring contract clauses, and protection of government data. Both issued 2025-04-03 and replaced the prior M-24-10/M-24-18 pair.
