OMB M-25-21 (issued 2025-04-03) classifies an AI use as high-impact when its output is a principal basis for a decision with a legal, material, or safety effect on people. Such uses must satisfy seven minimum practices before deployment — including an AI impact assessment, pre-deployment testing in a realistic context, ongoing monitoring, and human oversight — or be discontinued.
