Answers: What does California AI Transparency require, by when, and what does Planisphere deliver for it?
What it requires.
California's AI transparency stack is a set of staggered statutes, not a single law. AB 2013 (training-data transparency) takes effect 2026-01-01; SB 53, the Transparency in Frontier Artificial Intelligence Act, was signed 2025-09-29, effective 2026-01-01; SB 942, the AI Transparency Act (provenance and content labeling), was delayed by AB 853 to 2026-08-02; and the CPPA's CCPA ADMT regulations (finalized September 2025) take effect 2026-01-01 with a compliance deadline of 2027-01-01 and require risk assessments for automated decision-making technology. Together they impose dataset documentation, frontier-safety disclosures, content provenance, and ADMT risk-assessment duties on different dates.
What the evidence record proves.
- Distinctness, drift, and coherence baselines supporting frontier-safety disclosures under SB 53
- A recomputable behavioural record for ADMT risk assessments under the CCPA regs
- Dated probe manifests documenting model behaviour for transparency reporting
- A sha-pinned evidence record attachable to required California disclosures
- A re-runnable baseline that tracks each statute's staggered effective date
What this does not prove. Planisphere documents model behaviour but does not generate the training-data disclosures (AB 2013) or content-provenance watermarks (SB 942) themselves, and does not render a legal determination of compliance with any California statute or CPPA regulation.
